Superintendent finalists interviewed by BOE; HSTA declines to recommend either one It will be a couple of weeks before the Board of Education is expected to formally decide who will be the next leader of Hawaii’s public schools. On Thursday, May 11, the BOE held its final interviews with the two finalists, Linda Chen and Christina Kishimoto, as some members of the public called on the board to re-open the search and include finalists with experience in Hawaii. In testimony to the BOE Thursday, HSTA President Corey Rosenlee said, “The HSTA is disappointed that no candidate in Hawaii or with strong ties to the islands made the short list of finalists. We feel knowledge about our unique cultures and our statewide school system is important for our next superintendent to be effective.”   “We also wish that HSTA would have been allowed to interview the initial eight finalists. This denied HSTA and the full Board of Education the opportunity to potentially compare a local candidate with the two finalists. Lacking complete information makes it difficult for HSTA to know whether these two candidates were the best applicants to be the next superintendent,” Rosenlee added. (35-minute video)   Know your rights: Teacher performance ratings  In the month of May, many teachers are receiving their final performance evaluation rating under the Educator Effectiveness System (EES). Teachers who are rated less than effective must receive final notification no later than the third Friday in May (May 19)*.  To qualify for pay increases, a teacher must be rated effective or better. Any teacher who was streamlined this year would carry over their effective or better rating from prior years. ESSA requires all states to submit plans on how to meet the law’s requirements and manage federal funding. Teachers’ voices are critical in crafting a plan and accountability system that support the classroom experience. As our state reflects on the condition of our school system, we must highlight the ideas of teachers entrusted to shape our children’s future. The DOE’s ESSA plan and STRIVE HI survey can be found here. To help you complete the ESSA survey, HSTA has composed these sample answers for each question. You are welcome to copy and paste our suggestions into the space provided or create your own answers based on your professional expertise. Teachers must be at the center of education policymaking. She was approved by the DOE Leave Sharing program for 86 days through May 30, 2017, but still needs donated leave days to recover and recuperate. Happy Teacher Appreciation Week!!!  You deserve this week and every week for all that you do for your students.  Take care and have a great summer!

 

A few more events and reminders before the end of the school year:

1. New Contract:  over the summer, HSTA will be working with the DOE on printing the new contracts.  Distribution will be at the start of the 2017/18 school year.  An electronic copy of the new contract will also be available on the HSTA website.  Please continue to check your personal emails throughout the summer for updates and messages.  Also, we couldn’t have done this without the help of all of you, our community partners, legislators, friends and family.  Please extend HSTA’s thanks to them for their continual support for public education.
2. NALC food drive on Sat. May 13^th.  If you have time, please come out and help sort canned goods at the Hilo airport post office loading dock from 1-6pm.  Park on the street alongside the chain link fence, wear covered shoes and your red HSTA shirt.  Any amount of time that you can spare would be appreciated.  Many hands make for quick work.
3. Excellence in Teaching luncheon is on Sunday May 21^st at the Nani Mau Gardens.  Tickets were presold.  If you have questions, please contact Debra Borges at deblani29@yahoo.com or Edwin Kagawa at ekagawahsta@gmail.com
4. Last RA will be held on Tuesday May 23^rd at Keaau High library from 5-6:30pm.  Special presentations will be made to schools.  Please have at least one SLL attend for your school.
5. SLL election forms were due on April 28^th.,  however, it is not too late to send them in or give them to me at the last RA.  All current SLLs will be purged from the distribution list on May 31^st.  Communications will only be going out to the newly elected SLLs from that point on.
6. SLL training will be held at the beginning of the 2017/18 school year.  Highlights will be SLL duties and responsibilities and contract interpretation.  All SLLs are to be trained at that time.  More details to follow.
7. Summer events:  some possibilities for summer chapter events are the Relay for Life and the Big Island Triathlon.  More information to follow.
8. EES:  remind your teachers that they should be contacting me ASAP once they receive their overall EES rating for this school year if it is a Marginal or UnSatisfactory.

Hilo teacher volunteers are needed to sort food donations on May 13 at Hilo Post Office for the National Association of Letter Carriers 25th anniversary Food Drive.

Please wear covered shoes, and your red HSTA shirts to show your spirit! 
Park on the street alongside the chain link fence.

This union-driven food drive has grown to be the largest one-day food drive in our nation which helps to ensure our local food banks have enough supplies to meet the need of every child who is lacking a nutritional meal. For many students, the summer months mean the end of regular meals in school, causing families who participate in the Free and Reduced Lunch Program to seek food from food banks. The food collected from this drive will benefit our local food banks which according to the Hawaii FoodBank support more than 200 agencies that provide food to help feed one in five people each year in Hawaii.

Help sort food donations at the Hilo Post Office on Saturday,May 13 from 1:00 pm until 6:00 pm. Any time teachers can give would be greatly appreciated!

Can't volunteer on May 13? Look for the blue bags in your mailbox and donate a few containers of non-perishable food. Mahalo for your generosity.

It would be great to see Waiakea Intermediate School teachers helping with this important cause. Let's get together and help make a difference!

Member Matters: Final ratification numbers; ESSA survey; BOE supt search update; Teachers receive gift, get free coffee at Jack in the Box Tuesday , posted 5-7-2017

Final votes tallied: Ratification approved by 98% The final numbers are in after 329 absentee ballots were counted May 5: a total of 98 percent of the HSTA members who voted approved the tentative contract agreement. The final turnout was 58 percent, or 8,168 teachers voting both in person on April 27 and absentee by mail. The new contract, for which lawmakers approved funding in their final week of the legislative session, gives members a 13.6 percent raise over four years, including two step increases. “On behalf of your negotiations team, I wish to express our sincere thanks to you for your support as we progressed through negotiations and I hope you felt included in that process more than ever before,” said Osa Tui, HSTA’s negotiations chair.  “While we know the new contract won't rectify a number of issues that need to be addressed, there is no time like the present to tackle these issues head on as a unified force to further allow our keiki to have the schools they deserve.” HSTA embarked on an unprecedentedly open negotiations process, as we shared every detailed proposal with members in January, sent out repeated updates on progress and even held our first Facebook live contract briefing from HSTA headquarters-- watched live by 130 people and viewed by thousands more on YouTube and Facebook recordings -- to answer members’ questions on the eve of the ratification vote. On May 2, Hilo Chapter HSTA members brought out their “mahalo” signs and waved to parents, students and taxpayers outside their schools in a show of gratitude for the new contract. Teachers gathered outside (above) Pahoa Elementary and (below) Waiakea High on May 2 as they mounted a “thank you” effort.   Superintendent candidates interviewed by HSTA Board    The two finalists for Hawaii schools superintendent met HSTA's board for private interviews Thursday after speaking with reporters at a media availability earlier in the day. Both from the mainland, the finalists are Linda Chen, an educational consultant and former chief academic officer at Baltimore City Public Schools (with 84,000 students), and Christina Kishimoto, the superintendent of Arizona's Gilbert Unified School District, which serves about 38,000 students. Neither candidate has held an administrative position in a system as large as Hawaii's statewide district with 180,000 students, 13,500 teachers and 290 schools. Chen and Kishimoto each spent about an hour and a half in private interviews with HSTA board members May 4, with some members joining the interview virtually on HSTA's Zoom system. Each candidate answered 20 questions from the board, whose members stayed for another hour and a half afterwards to discuss the interviews and their impressions. Chen served as a public school teacher in Seattle and New York City for seven years before going into administrative capacities. Kishimoto does not have a teaching background. Her first job was as an assistant analyst at a benefits consulting firm in New York City. Ignore the old deadline of April 28 on any previously published electronic or hard copy documents.  The HSTA suggests that members take time to assess their current plan enrollment(s) and the health plans available.  It is in every member’s best interest to analyze the health plans available and decide which plan(s) best meet members and their family’s health care needs, taking cost and coverage into consideration.
