Aloha Colleague, Welcome back to school!  On behalf of the Hawaii State Teachers Association, I want to thank all of you for the work you do to educate the keiki of Hawaii. I’d like to welcome our new educators to the profession, and please know that your union and its members are here to help you. There are some significant increases in pay this year. First, you will have noticed a 1.8 percent across-the-board increase in your first check of the school year, generally your August 20 paycheck. Then all teachers except brand new hires will receive a step movement on the salary schedule, equal to about a 3 percent increase. In all, there are various raises worth nearly 14 percent over four years. HSTA negotiated those raises in the spring, along with this major improvement: the teacher evaluation system should become less burdensome as tenured teachers rated effective or higher are all streamlined, and only required to complete an individual professional development plan (IPDP). Also, thousands of students and teachers entered classrooms when they returned to school that had air conditioning installed over the summer break. These improvements happened because of our unity together to give our keiki the schools they deserve. There is still a lot of work to be done, but together we can achieve great change. Know your rights: 21 hours, PD credits and reclassification HSTA would like to provide the following information for teachers about earning job-embedded professional development credits and the reclassification process. 21 hours of job-embedded professional development Are there any changes to the 21 hours for this school year?  Yes. The DOE issued a memo with a lot of information about the use of 21 hours. The main thing teachers need to know is that the use of the hours for the next two years has been expanded to include anything that falls within the BOE’s and DOE’s strategic plan.  A copy of the current contract language outlining the use of 21 hours can be found here. Does my school still need to turn in a form outlining the use of the 21 hours to the complex area superintendents? Yes. See this template that schools can use or modify with complex area superintendent (CAS) approval.  Each CAS decides the due date of the form, but generally they are not due until around the start of the school year.  More information about the 21 hours of job-embedded professional development can be found in these DOE FAQs. Awarding of the three professional development (PD) credits earned last school year from 21 hours What about the three PD credits, how do they work? PD verification forms were pre-populated with teachers’ names and sent to the schools at the end of last school year. The principal has to verify which teachers completed the PD hours and should be awarded the three PD credits. According to the DOE, by this time almost all the schools have been returned and inputted into PDE3. Teachers should already be able to find the credits posted in their accounts. All credits for school year 2016-2017 will be given a completion date of June 30. What about charter school teachers, does the DOE do anything for their credits? DOE can award PD credits to charter school teachers for the 21 hours. However, because the DOE does not have full access to charter school teacher rosters, it is not able to pre-populate spreadsheets for them. The DOE asks charter school directors to send a list of their teachers and manually load credits for them. However, because many charters do not follow the DOE reclassification process, they do not submit anything, so this would generally only apply to those charters that use the DOE services/reclassification system.  Reclassification – How do I apply my credits?  And how does “reclass” work?* * If you are employed by a charter school, check with your school administrator for the system used; charter schools may or may not use the DOE system for reclassification. How do I apply my credits earned from the 21 hours for reclassification?  Once teachers have their credits posed in PDE3 https://pde3.k12.hi.us/ , the credits can be submitted to the Teacher Reclassification Unit and applied towards the next change in classification. Please refer to the DOE’s Memos and Guidelines for Reclassification of Teachers, which were recently posted by the DOE. Shouldn’t my credits just automatically be processed for reclassification?  Unfortunately, the PDE3 system and the Teacher Reclassification system don’t automatically sync.  Teachers have to actually take the time to download credits and submit to the reclassification office. What are the most important things to know about reclassification?  READ THE GUIDELINES CAREFULLY The reclassification process is controlled by the employer, HSTA can’t force the employer to accept credits if the teacher didn’t follow the guidelines. Failure to follow the guidelines could cost the teacher not only the time and money spent on coursework, but the reclassification as well. #1 - CREDITS MUST BE PRE- AND POST-APPROVED BY YOUR PRINCIPAL – Teachers actually have to have the credits signed off twice – once before taking the class and once after to submit to the reclassification office.  If teachers don’t get classes/credits pre-approved, they will not be able to use them for reclassification. #2 – Academic Credits (credits from a university) have special rules – no educational administration credits, nothing outside the teachers’ assignment or licensure or area of preparation (with a few exceptions).  And the university has to be accredited and the program recognized by the DOE. #3 – Credits have to be submitted – there is NO AUTOMATIC reclassification.  Due date for fall processing is Oct. 30 and spring is March 30. #4 – Once placed on the schedule, teachers move across each class – there is no leap frogging of classes – meaning if you are placed on class III with a master’s degree and earn a doctorate, you don’t automatically move to class VII.  Submit credits along the way – 15 at a time. Do not wait until all the credits are “saved up” – teachers have to move through each class, maximum of one movement per semester. Pay increases: What to expect the next four years A number of members have reached out to HSTA asking if we could re-post information on the new contract pay increases. The printed contracts should arrive at schools this week or next and teachers can access the PDF version here. If you want to reference the salary tables, they start on Page 80 of the new contract. Click here to look at the salary schedules. 10-month teachers should always refer to the single-letter schedules (A, B, C, D) 12-month teachers should always refer to the double-letter schedules (AA, BB, CC, DD) The pay increases starting this year are as follows: 1st Year – School Year 2017-2018 Start of school year – all teachers received a 1.8 percent across-the-board increase and continuation of the 21 hours of job-embedded professional development – see exhibit B/BB Start of 2nd quarter* - step movement (exhibit B/BB) for all teachers, except new hires and teachers on 14B. Teachers already on 14B receive $1,500 on Oct. 20, 2017. * Generally teachers will see the increase reflected in their Nov. 5paycheck, unless they are multi-track or at a school with a non-traditional start date for 2nd quarter. In a Facebook post this week, HSTA President Corey Rosenlee said, "Hate must be challenged whether it comes from a Nazi, a white supremacist or a president. Our diversity, our love and our tolerance are what give us strength as Americans.  And our aloha in Hawaii makes our state a place where we embrace and celebrate each other’s uniqueness regardless of race, ethnicity, religion and sexual orientation." New superintendent answers questions on public radio  Christina Kishimoto, Hawaii's new public schools superintendent, told Hawaii Public Radio Thursday that a standardized test won’t give “rich and deep data that authentic assessments or teacher-created "assessments can." She also said she wants to “empower teachers and principals at the school level," during the hour-long "Town Square" program on KHPR, during which she took call-in questions from listeners, including teachers. Pay hike information; End-of-school reminders, rumors; Watch video of Hilo teaching excellence honorees, posted 5-28-2017

Pay increases coming soon; Look up your salary hike here!    On April 22, the HSTA reached agreement with the state for a new four-year contract covering the years 2017-2021. The agreement, which was overwhelmingly ratified by teacher and then funded by the Legislature, includes pay raises in each of the next four years.  With the closing of the school year, we wanted to alert you that teachers who are with the DOE and/or have their salaries processed through DOE payroll should receive two personnel action forms before they leave for the summer.  The first document reflects a 1.8 percent across-the-board increase to their base salary (without the 21 hours of extra pay). The second document reflects the 1.8 percent and the additional pay for 21 hours of job-embedded professional development.  The salary increases will go into effect on July 3 for 12-month and multi-track teachers and on August 1 for all other 10-month teachers. Charter teachers should receive something similar reflecting their increase in pay.  We are working with the employer to finalize the additional salary schedules and the final contract for printing. Copies of the new agreement are slated for printing and mailing around the end of July. They will be mailed to HSTA head faculty representatives at each work site.              See the chart below to help you understand the various salary documents you will receive. That day is intended to be used to wrap up for the school year, including completing check-out activities and turning in final grades. In the last couple of days, HSTA has received a few calls from teachers reporting their administrators are implying and or threatening consequences for not showing up on the teacher work day of May 30.  Some of the rumors and misinformation include teachers reporting that they have been told if they call in sick, they will forfeit summer pay, their absence will impact new pay raises, and/or that they could get disciplined or have negative consequences in their teacher evaluation ratings. This information is false.  The only time a teacher’s pay is affected for leave is if they are on a leave without pay status. Unfortunately, sometimes teachers are legitimately ill and or have medical conditions that prevent them from reporting on the last day of school. When they are ill, teachers have the right to use their sick leave, regardless of the particular work day. If that happens to you, using your paid sick leave should not affect any other pay. Teachers should however know that if they are a “no-show” on the last day, that results in a different situation.  In addition, if teachers misuse sick leave benefits – i.e., call in sick when they are really on vacation, that could have consequences, including disciplinary action for abuse of leave.  As to the alleged consequence for a teacher evaluation rating?  By this time of the school year, all the ratings should be issued for this year.  If an administrator were to try to punish legitimate use of sick leave by using it in an evaluation record, you have a right to challenge that action. If you are being told what you think is misinformation and are in need of assistance, please contact your UniServ Director at the nearest HSTA office.  If you don’t know who to call, call the main office at 808-833-2711. Know your rights: Ending the school year As the school year winds down, here are some important tips: Personal Items - take all your personal belongings home. It may be difficult, but it is the best way to ensure that your personal items are safe. Most important, do not keep your personal employment files at school. Changing Classrooms -  if you must change classrooms, be sure your administration provides boxes for you and assistance with the move. Make sure you clearly label every box and make an inventory list. Personnel File - now is a good time to check your personnel file. Ask your school SASA (secretary) to arrange a time to review your file. Make copies of any documents that you may not have in your own records at home. If you find any derogatory information you have never seen, see your grievance representative for assistance in getting it removed. Summer Address - if you are planning to go away for the summer, be sure the school office has accurate contact information. This is especially important if the school needs to discuss potential changes that could impact you, such as line or classroom assignments. Hilo Chapter honors excellent teachers, retirees Congratulations to 19 Excellence in Teaching honorees from HSTA’s Hilo Chapter. They were celebrated at a luncheon May 21 at Nani Mau Gardens on Hawaii Island. In addition, 24 retirees from the Hilo Chapter were also honored. Kauai sped teacher wins HSTA excellence S.T.A.C.Y. award; Molokai youth leader wins Friend of Youth award  The HSTA this spring gave its S.T.A.C.Y. award -- spotlighting excellence inside and outside the classroom -- to Michael Kline, a special education teacher at Kilauea Elementary on Kauai. A gifted teacher who has founded three clubs at his school, including a skateboard club, Kline mentors other teachers and has worked tirelessly to help Kauai teachers improve their practice. The HSTA also awarded its Friend of Youth award to Liko Wallace, a longtime substitute teacher who has run a youth paddling club on Molokai for more than 30 years. Member Matters email blasts on summer schedule Your favorite weekly email eNewsletter from HSTA, Member Matters, transitions to a reduced summer schedule as most of our teacher members enjoy their summer break. Instead of weekly updates, look for your Member Matters emails every two or three weeks over the summer. Here is the schedule for Fridays: June 16 and 30, July 14 and 28. Your kokua is needed for a colleague Kalaheo High Teacher Luseane Suliafu is an avid, dedicated and hard-working teacher.  She had eye problems and the doctors couldn’t figure out what was going on. She went on medical leave in January of last year and then could not return to work with the doctor’s clearance for the 2016-17 school year. She has been on leave without pay since December 2016. She was approved by the DOE Leave Sharing program for 86 days through May 30, 2017, but still needs donated leave days to recover and recuperate.
