HSTA Institute: You Are the Union!

Thousands of teachers from across the state turned out this week for Teacher Institute events where they learned more about the many benefits of HSTA membership, heard about the victories of HSTA over the years from Joan Husted, one of our founders, and received rousing calls to action from HSTA President Corey Rosenlee.

Thanks to all of you who voted in state and chapter elections during Institute.  Ballots will be counted by the HSTA Elections Committee at the HSTA Honolulu Office on February 24, beginning at 9 a.m.Observers are welcome. State office winners will be announced once they have been certified by the HSTA's Board of Directors. Chapter office winners will be released once they have been certified by their chapter's executive board.

Please take one minute to send an electronic testimony card to lawmakers; Just fill in your name and address and we'll do the rest


We need one minute of your time to make sure we adequately fund Hawaii’s public schools. Last year, HSTA’s constitutional amendment to fund Hawaii’s public schools got nearly 4,000 pieces of testimony from our members. Unfortunately, the bill died in conference committee. Still, almost all legislators had voted for it, and teachers are a persistent group. All we are asking for is that the people of Hawaii get a chance to vote on whether they want to increase public funding for education. So we're asking you to submit an electronic testimony card with this language:
RE: Hawaii’s public schools are chronically underfunded, leading to teacher shortages, large class sizes, and a failure to prepare our special needs students. I am asking you to support SB 2922 and HB 2608 to build the schools our keiki deserve by supporting a Constitutional Amendment that would allow the Legislature to fund a quality public education for all of Hawaii’s children, including the recruitment and retention of teachers, public preschools, lower class sizes, special education programming, career and technical education, art, music, Hawaiian studies, Hawaiian language instruction, and after school programs by establishing a surcharge on visitor accommodations and residential investment property valued at one million dollars or greater, excluding a homeowner’s primary residence, as provided by law.

EUTF's just-released 2018 rates; Find the best plan for you and your family


The Hawaii Employer-Union Health Benefits Trust Fund (more commonly known as EUTF) provides medical, chiropractic, prescription drug, dental, vision, and life insurance benefits to all eligible State of Hawaii, City and County employees and retirees. Each year, the EUTF holds an open enrollment period allowing for employees to modify their plan enrollments.

Please see this chart for the EUTF and HSTA VB Health Benefit Premium Rates effective July 1, 2018.  It is in every member’s best interest to analyze the health plans available and decide which plan(s) best meet member's and their family’s health care needs, taking cost and coverage into consideration. To help you with your decision, EUTF holds open enrollment informational sessions.  HSTA understands how difficult it is for our members to attend these sessions as most of them happen during the work day. Therefore, HSTA has invited EUTF to participate in a Facebook live presentation on March 27.

Effective School-Community Collaboration (Online)
 This 3-PD credit online course is offered by the HSTA in partnership with the NEA Foundation. In this HSTA Teacher Leadership course focused on Domain 6 of the Teacher Leader Model Standards (Improving Outreach and Collaboration with Families and Community), participants will review the benefits of effective school-community collaboration and plan their own school-community event. By the end of the course, the teacher leader will understand the impact that families, cultures and communities have on student learning and look for ways to lead successful partnerships between all stakeholders.  

Global Education: Tools and Approaches for Teacher Leaders
This 3-PD credit online course is offered by the HSTA in partnership with the NEA Foundation. In this HSTA Teacher Leadership course focused on Domain 4 (Facilitating Improvements in Instruction and Student Learning) and Domain 7 (Advocating for Student Learning and the Profession), participants will work collaboratively with fellow colleagues to improve instructional practices and advocate for the teaching profession for policies that benefit student learning.

Signing up is as easy as 1-2-3: 
  1. Go pde3.k12.hi.us (PDE3) and add yourself to the wait-list for a specific section of a course
  2. Next, go to www.pd.hsta.org and make payment for that specific course section.  Payment MUST be made by Saturday, February 18, 2018
  3. Lastly, once payment is received, HSTA will move you from the  “Wait-List” to “Registered” on PDE3 and your enrollment will be confirmed via email

Maui teacher appeals for leave sharing as she fights cancer



Aloha, 
My name is Zayna Stoycoff and I’m a teacher at Lokelani Intermediate school on Maui. I live in beautiful Kihei with my husband, and my daughter Holland, who is eight. In October 2017, I was diagnosed with a very aggressive form of breast cancer. To date I’ve had three surgeries, and I’m anticipating a minimum of two more. I’m currently undergoing a very strong regimen of chemotherapy, which has left me pretty much bedridden. This will be followed by radiation. Due to the nature of the treatments, my doctors have strongly suggested that I stay home for work. I’ve been off work without pay since October, and will not be returning until next school year. I’d love to be able to concentrate on healing, but unfortunately I have to worry about supporting my family. This illness has been a tremendous financial hardship for us. I’m humbly asking for any leave donations, that you are comfortable sharing with me. It will be greatly appreciated, and payed forward when I’m back on my feet.

HSTA Social Justice Summit March 3; Register now!

Hear from panelists including Bo Frank, the parent of transgender student who began identifying as a girl at age 6 to talk about the difficulties transgender youth and their families face;

The Membership Services Committee would like to remind you that it is open enrollment time for Critical Illness Insurance and Basic Plus Life Insurance from HSTA VEBA Benefits during the month of February.

Each year, each NEA affiliate nominates one outstanding educator for the NEA Foundation Awards for Teaching Excellence. These prestigious awards recognize, reward and promote excellence in both teaching and advocacy for the profession. They also honor public education and the dedicated members of the National Education Association. HSTA gives our state-level winner the STACY Award, in memory of the beloved late HSTA Deputy Executive Director Stacy Nishina, a former public school teacher from Kauai.

2018 HSTA Elections Absentee Voting (pdf)  (The absentee ballot request period is now closed.)
 
Duties of elected HSTA positions:
Chapter Officers (except President)
Term of Office: Three (3) year term. Unlimited terms.
Eligibility: Active member.
Duties and Responsibilities of Chapter Vice President:
Preside over the chapter Representative Assembly and Executive Board meetings in the absence of the president.
Serve as an ex-officio member of all chapter standing and special committees without a vote.
May be appointed as chair of a special committee of the chapter by the president.
Perform other duties as assigned by the chapter president.
If the vice president is unable or unwilling to serve out the remainder of his or her term, the president may choose a successor from among the members of the Representative Assembly with the advice and consent of the chapter's Representative Assembly to serve the remainder of the unexpired term until the next regularly scheduled election.
Duties and Responsibilities of Chapter Treasurer:
Prepare the annual chapter budget reflecting the goals and objectives of the chapter and HSTA, in consultation with the chapter president and Executive Board in accordance with applicable HSTA policies.
Authorize expense vouchers and purchase orders for chapter expenses in accordance with applicable HSTA policies.
Arrange for payment of such funds as are necessary to operate the chapter and its program pursuant to the chapter's budget and HSTA's mission in accordance with applicable HSTA policies, subject to approval by the chapter president and, if applicable, the Executive Board.
Maintain fiscal records, accounts and reports in accordance with applicable HSTA policies.
Prepare a financial statement in accordance with applicable HSTA policies and present it to the Representative Assembly and Executive Board meetings.
Perform other duties as assigned by the chapter president.
If the treasurer is unable or unwilling to serve out the remainder of his or her term, the president may choose a successor from among the members of the Representative Assembly with the advice and consent of the chapter's Representative Assembly to serve the remainder of the unexpired term until the next regularly scheduled election.
Duties and Responsibilities of Chapter Secretary:
Keep all minutes of chapter meetings in accordance with Template for Meeting Minutes (Attachment 1), and maintain all communications.
Transmit unapproved and approved minutes of chapter meetings along with attendance sign-in sheets within 20 days of the event to the Chapter President for submittal to the HSTA President for inclusion in the corporate records.
If the secretary is unable or unwilling to serve out the remainder of his or her term, the president may choose a successor from among the members of the Representative Assembly with the advice and consent of the chapter's Representative Assembly to serve the remainder of the unexpired term until the next regularly scheduled election.
Perform other duties as assigned by the chapter president.
HSTA Director, including Chapter President
Term of Office: Three (3) year term. Maximum two (2) full consecutive terms.
Eligibility: Active member for two (2) years
Duties and Responsibilities of an HSTA Director, including Chapter Presidents:
As a matter of law, HSTA Directors, individually, have these fundamental duties:
  • A Duty of Care to act in the best interests of HSTA and to take the care and exercise the judgment that any reasonable and prudent person would exercise in the process of making informed decisions. The law recognizes that the Board members may not always be correct in their choices and decisions, but it holds them accountable for being attentive, diligent and thoughtful in considering and acting on a policy, course of action or making other decisions.
  • A Duty of Loyalty to consider and act in good faith to advance HSTA's interests. Thus, the Board and its members must not authorize or engage in transactions except those in which the best possible outcomes or terms for HSTA can be achieved. The Director's duty is to the organization as a whole and not only to his or her local constituents.
  • A Duty of Obedience to comply with applicable laws, rules and regulations, as well as honoring the terms and conditions of HSTA's tax exempt mission, bylaws, policies and other standards of appropriate behavior.
  • A Duty of Candor to make candid disclosures of all relevant facts to affected parties and to be able to defend the decision-making process when controversial issues arise.
  • Failure to comply with these duties can subject the individual Director to civil and potentially criminal sanctions, including, but not limited to, IRS sanctions in cases of inappropriate personal benefit.
  • Directors are stewards of a tax exempt organization's financial and other resources and it is their fiduciary responsibility to ensure that these resources are utilized in a reasonable, appropriate and legally accountable manner.
  • Should a chapter’s HSTA Director not be able to fulfill his/her responsibilities, the chapter president shall submit a nomination for replacement to serve until the next regularly scheduled election. This nomination shall be approved by the Board of Directors.
Additional Duties and Responsibilities of Chapter President:
  • Administer the affairs of the chapter as its chief governance officer, including such additional specific duties as may be assigned by the Representative Assembly.
  • Preside over the chapter Representative Assembly and Executive Board meetings. Transmit unapproved and approved minutes of chapter meetings to the State President for inclusion in the corporate records.
  • Prepare agenda for meetings and provide the necessary information for decisions.
  • Prepare the annual budget for the chapter reflecting the goals and objectives of the chapter and HSTA's mission in consultation with the chapter treasurer and submit it to the Executive Board, Representative Assembly of the chapter and HSTA Board of Directors for approval.
  • Act as official spokesperson for the chapter.
  • Serve on the HSTA Board of Directors.
  • Appoint chapter committee chairpersons and members with the approval of the Executive Board.
  • Oversee and coordinate the work of all chapter committees and serve as an ex-officio member of all committees without a vote.
  • Review programs and policies of the chapter and recommend priorities to the Representative Assembly and Executive Board.
  • Ensure the maintenance of all chapter properties and records.
  • Monitor the chapter's compliance with HSTA policies and procedures.
  • Chair the chapter's delegation to the HSTA Convention and/or NEA Representative Assembly, if elected as a delegate.
  • In the event the chapter president shall be unable or unwilling to complete his or her term of office, the position shall be filled by the vice president until the next regularly scheduled election.
HSTA Convention Delegate
Term of Office: One (1) year
Eligibility: Active member
Duties and Responsibilities:
Elected on behalf of HSTA members entitled to vote to act on their behalf with the authority to:
1. Elect the HSTA Board of Directors
2. Vote on amendments to the HSTA Bylaws and HSTA Articles of Incorporation, and
3. Transact other business as may appropriately come before the Convention such as, ratification of Convention Resolutions and New Business Items.
Must attend all:
Chapter’s pre-convention caucus
Chapter’s caucuses
Convention business sessions
NEA RA Delegate
Term of Office: One (1) year
Eligibility: Active member
Duties and Responsibilities:
Elected on behalf of HSTA members entitled to vote to act on their behalf with the authority to:
1. Establish NEA policies and objectives
2. Elect the NEA officers, at-large members of the Board of Directors, and members of the Executive Committee
3. Adopt the NEA budget
4. Establish NEA dues
5. Approve or ratify the establishment of subsidiary NEA corporate structure
6. Exercise final authority in all matters of the NEA
7. Amend the Constitution and the Bylaws of the NEA
8. Adopt the rules and agenda governing its meetings, and
9. Enact other measures as may be necessary to achieve the goals and objective of the NEA
Must attend all:
Scheduled delegation meetings
Scheduled delegation caucuses
Scheduled NEA RA business sessions
Hearings and/or activity as assigned by the state president
Complete an evaluation as determined by the Audit and Evaluation Committee
